NC Launches Disaster Recovery Program for Small Rentals Post-Helene

North Carolina’s August Employment Figures Released

The State of North Carolina has opened applications for a new disaster recovery initiative aimed at assisting small rental property owners in western North Carolina. The Small Rental Rehabilitation Program, announced by Governor Josh Stein, is the second initiative under the Renew NC recovery efforts. This program targets the repair or rebuilding of rental properties damaged or destroyed by Hurricane Helene. It is managed by the North Carolina Department of Commerce’s Division of Community Revitalization.

Governor Josh Stein highlighted the program’s focus on creating affordable rental units for low- to moderate-income families affected by the hurricane. The initiative specifically targets owners of properties with one to four rental units and requires them to maintain affordable rent rates for a decade post-construction. Lee Lilley, Secretary of the North Carolina Department of Commerce, emphasized the program’s role in addressing both homeowner and renter recovery needs, noting the swift launch of the Single-Family Housing Program as a precedent.

The program, spearheaded by the Division of Community Revitalization, aims to provide critical relief to the rental housing supply in the affected region. Eligible property owners from specific counties, including Alexander, Buncombe, and Mecklenburg (28214 ZIP code only), among others, can apply for assistance. The program is funded through a Community Development Block Grant Disaster Recovery (CDBG-DR) from the U.S. Department of Housing and Urban Development, with $57.4 million allocated to this initiative.
