Nebraska’s Budget and Legislative Priorities: A Closer Look

As Nebraska legislators grapple with budgetary decisions, the shifting priorities of voters remain a hot topic. During a legislative session, Sen. Christy Armendariz queried Sullivan on current voter preferences, asking, “In your opinion today, if that were put on a ballot initiative, would folks vote for (the) Environmental Trust or property tax?” Sullivan’s response highlighted the complexity of the issue, noting, “It would certainly be interesting to see if those two were both put on the ballot as competing interests. I mean, I sure hear a lot about property tax relief.”

Amid these discussions, concerns about recent budget cuts have emerged. Justin Hubly, executive director of the NAPE/AFSCME state employees union, criticized some of the financial decisions made by Governor Pillen. Hubly pointed out that, “The Department of Revenue laid off its entire individual income tax collections unit this fall. With more than $100 million in back taxes owed to the state of Nebraska, this was a penny-wise and pound-foolish decision.” The closure of the Scottsbluff taxpayer assistance office, which he mentioned, now leaves residents relying on the North Platte location.

The Appropriations Committee’s efforts to address the budget shortfall have resulted in a preliminary budget proposal that reduces the gap from $471.5 million to $344.5 million. Over the coming months, the committee will refine this proposal before presenting a final recommendation to the full Legislature.

In another legislative debate, senators discussed a bill proposed by Sen. Tanya Storer. The bill aims to require healthcare professionals to inquire if women seeking abortions are victims of coercion, domestic abuse, or sex trafficking. Storer’s initiative would also mandate that these women receive contact information for national hotlines and the opportunity to make a confidential call, with the goal of saving lives.
