A new proposal in Pennsylvania aims to introduce a specialized alert system for individuals with cognitive, intellectual, or developmental disabilities who go missing. This initiative, inspired by the recent tragic incident of a young boy with autism, seeks to enhance public awareness and response capabilities.
State Representative Robert Leadbeter of Columbia County is advocating for the establishment of the Purple Alert system. This system would function similarly to the existing Amber and Silver alerts, which are used for abducted children and missing older adults, respectively. Utilizing electronic road signs, text messages, and other communication platforms, Purple Alerts would strive to quickly disseminate information to the public about individuals with disabilities who are missing.
In Memory of Aiden Ha
The push for this alert system is driven by the unfortunate death of 7-year-old Aiden Ha. Aiden, who had autism, disappeared from his home in Scott Township around 9:20 a.m. on a Saturday. Despite extensive searches by law enforcement, firefighters, and community volunteers, he was found drowned in the Susquehanna River the following day, about half a mile from his home.
“Absolutely heartbreaking. Totally tragic,” said Leadbeter. “The search that was underway, starting on Saturday with the community, really brought to light not only the commitment and the dedication from local law enforcement, but also shined a light on the tools that they have available to them.”
Purple Alerts in Other States
Currently, only a few states, including Florida, Maryland, Kansas, Mississippi, and Connecticut, have implemented Purple Alerts. According to Kevin Urbatsch, a California attorney with expertise in special needs law, these alerts can be crucial in mobilizing community and law enforcement efforts.
Leadbeter, whose brother serves as a police officer, emphasized the importance of equipping first responders with comprehensive tools: “As a brother of a police officer, I want to make sure our first responders have as many tools as possible at their disposal when navigating circumstances like this. The intent is to immediately get that information out as quickly as possible to as many people as possible.”
With bipartisan support anticipated, Leadbeter is optimistic about the swift passage of his proposed legislation, known as Aiden’s Law, to establish Purple Alerts in Pennsylvania.
