Leadership Transition at the University of Michigan’s Board of Regents
With an upcoming shift in leadership, the University of Michigan’s Board of Regents is set to welcome new faces in pivotal roles. Starting July 1, Michael J. Behm will take over the chairmanship from Mark Bernstein, while Carl Meyers steps into the position of vice chair.


This change in leadership was confirmed at the board meeting on June 25. Behm and Meyers are expected to fulfill their respective roles through June 30, 2027.
Behm, a seasoned member of the Board of Regents elected in 2014 and reelected in 2022, is slated to remain on the board until January 1, 2031. Meyers, who joined the board in 2024, has a term lasting until January 1, 2033.
Hailing from Grand Blanc, Behm is affiliated with the Democratic Party, whereas Meyers, from Dearborn, represents the Republican Party.
The Regents’ Bylaws dictate that the positions of chair and vice chair are awarded based on seniority and rotate among the board members. It is customary for the vice chair to ascend to the chairmanship in the subsequent cycle.
In his role as chair, Behm will collaborate closely with the vice chair, university president, and board secretary. His responsibilities include setting key subjects for board presentations or studies, overseeing committee agenda coordination, presiding over executive sessions in the absence of the president, disseminating specific information to other board members, and appointing leaders and members of both ad hoc and standing committees.
The vice chair is poised to assume the chair’s responsibilities should the chair be unable to fulfill them.
