Political tensions in Lackawanna County are expected to escalate as commissioners Chris Chermak and Brenda Sacco have set the stage for a leadership shake-up, planning to remove Bill Gaughan from his role as chairman of the Board of Commissioners. This decision appears to be the result of a longstanding conflict between the commissioners, set to be addressed in a reorganization meeting on Monday.
The upcoming meeting, typically held post-election, could see Sacco stepping into the chair position, as Chermak has expressed disinterest in the role. Gaughan, reflecting on the situation, stated, “It’s clearly a personal vendetta against me, because I had the audacity to ask everybody to play by the rules and do the right thing when I came into office last year.” Gaughan voiced concerns about a return to what he described as “politics as usual” in the county.
Chermak, however, refuted claims of retaliation, pointing to Gaughan’s exclusionary tactics and disrespect towards public speakers. “I’ve been alienated now for over almost two years and quite honestly, I’ve had enough,” said Chermak. “We have a job to do, and it’s all for the residents. It has nothing to do with politics.”
Attempts to contact Sacco were unsuccessful, but it is known that she and Chermak have also decided to replace county solicitor Don Frederickson with Sacco’s personal attorney, Paul James Walker. Walker’s new position comes with an annual salary of $55,015, while Frederickson will transition to the role of general counsel, earning $50,447 per year.
Frederickson will continue to serve in his roles at the Wilkes-Barre/Scranton International Airport board and the Board of Elections. Chermak emphasized Frederickson’s “wealth of knowledge” as a reason for retaining him. Meanwhile, attorney Jack Price will assume the role of guardian ad litem, with a salary of $25,625.
Chermak’s Position Between Colleagues
During a Wilkes-Barre/Scranton International Airport board meeting, Chermak sat between Sacco and Gaughan, indicating a need to update Sacco on security discussions. Observers noted interactions between Frederickson and Sacco during the meeting. Read more about the airport board meeting.
The trio appeared together at an event celebrating the 80th anniversary of the United Nations, where only Gaughan addressed attendees. A group of students presented an olive tree to symbolize peace, urging local leaders to promote harmony. “We ask that you, our local leaders, use the influence and power of your position to push for peace in the world and in our own communities,” stated Ella Tourscher, a senior at Abington Heights.
Uncommon Political Alliances
The new alliance between Chermak and Sacco marks another rare cross-party coalition in the county’s political landscape. In 2020, a similar alliance occurred between Republican Laureen Cummings and Democrat Patrick O’Malley, which ultimately led to their election defeat in 2023.
Past Conflicts and Legal Battles
Despite typically forming majorities within their own parties, conflicts among Gaughan, Chermak, and Sacco have been ongoing. A notable incident involved the dismissal of Sacco from her director role when Gaughan and former Commissioner Matt McGloin assumed office in 2024. McGloin’s resignation in February initiated an eight-month legal process, culminating in Sacco’s recent appointment as commissioner.
Gaughan’s legal attempts to challenge Sacco’s appointment, including appeals to the state Supreme Court, were unsuccessful. Tensions over county finances and policies have been frequent, with Gaughan often criticizing Chermak’s statements as misleading.
Sacco’s Role and Future
Despite her recent appointment, Sacco’s tenure is uncertain. While appointed to fill a vacancy, a special election on November 4 could result in a new commissioner. Sacco has opted not to run, leaving the competition to Republican Chet Merli, Democrat Thom Welby, and independent Michael Cappellini, who has received endorsements from Gaughan and local representatives.
Concerns Over County Governance
Gaughan expressed concern about a potential return to financial instability, citing a previous deficit and unpaid bills. He questioned Sacco’s motives, noting her reluctance to resign from her state job to run in the election. The recent moves, according to Gaughan, suggest hidden agendas between Sacco and Chermak.
Public Disputes and Policy Differences
Chermak cited Gaughan’s disrespect towards taxpayers and his handling of public discourse as reasons for the leadership change. An incident involving businessman Bob Bolus highlighted these tensions, with Chermak advocating for respectful engagement with all taxpayers.
Sacco endorsed Walker’s appointment, highlighting his legal experience and dedication to public service. Walker expressed his commitment to transparency and hard work in his new role. Chermak supported this sentiment, expressing confidence in Walker’s abilities.
