Wisconsin Governor Candidate Tom Tiffany Advocates for Strict Abortion Restrictions

Tom Tiffany, the Republican representative of Wisconsin’s 7th District since 2021, is currently running for governor of the state. Known for his staunch anti-abortion stance, Tiffany supports a comprehensive abortion ban, which excludes exceptions even in cases of rape, incest, or threats to the mother’s life.

Tiffany has received endorsements from prominent anti-abortion groups, including Wisconsin Right to Life and Turning Point USA. As part of the Republican Study Committee in 2023, he co-authored a budget proposal for the 2024 fiscal year. This proposal advocated for the Life at Conception Act, legislation aiming to grant personhood rights to fetuses and embryos.

If passed, this federal bill would outlaw abortion across the nation, potentially categorizing it as murder. Advocates fear this could result in criminal charges for both patients seeking abortions and the healthcare providers performing them.

The Life at Conception Act would supersede any state-level abortion laws, posing significant implications for states where voters have acted to protect or expand abortion rights since the 2022 Supreme Court decision overturning Roe v. Wade. Furthermore, concerns have been raised that this legislation might threaten access to in vitro fertilization and similar fertility treatments, as noted in a report.

Anti-abortion groups have celebrated the proposed budget that includes the Life at Conception Act. The vice president of Susan B. Anthony Pro-Life America termed it “the strongest pro-life budget yet,” while Students for Life Action endorsed it as a step towards “permanently and reliably protect[ing] innocent human life.”

Although the budget has not been enacted into law, the Republican Study Committee has continued to support the Life at Conception Act in its subsequent budget proposals for 2025 and 2026.

Despite Tiffany’s firm stance, a survey indicates that the majority of Wisconsin residents favor maintaining abortion rights. Following his gubernatorial campaign announcement, Tiffany made the decision to remove references to his anti-abortion stance from his official website.

In addition to his work on the Life at Conception Act, Tiffany was a cosponsor of the Heartbeat Protection Act in 2023, which seeks to ban abortions after six weeks of pregnancy. However, he has not formally cosponsored the Life at Conception Act itself.

Tom Tiffany is anticipated to secure the Republican nomination in the upcoming August 11 primary, after which his Democratic opponent will be determined.
