Texas Congressional Candidate John Lujan Highlights Job Creation Amid Overseas Outsourcing Controversy
State Representative John Lujan, campaigning for the U.S. Congress, emphasizes his track record as a job creator, despite his firm’s involvement in offshoring numerous jobs.
Lujan is a contender in the Republican primary set for March 3 to represent Texas’s 35th congressional district, encompassing parts of San Antonio. The district leans slightly Republican, though Democrats see potential competitiveness.
Employed at Y&L Consulting since 1999, Lujan occupies the role of senior vice president at the IT advisory firm. His income from the company between 2024 and 2025 was reported to be nearly $210,000.
Lujan’s campaign website positions his work at Y&L Consulting as a solid credential for public office. It states, “Driven by an entrepreneurial spirit, Rep. Lujan founded a small IT firm that has grown into a thriving business, now employing over 550 people in and around the community. This blend of public service and business acumen uniquely qualifies John to represent the diverse interests of his district.”
In his 2021 state legislature campaign, he echoed this sentiment. In a Facebook post, he mentioned, “I helped found a local IT company that has grown to provide over 500 local jobs. I’m committed to help break cycles of poverty locally by supporting programs that help prepare our community for the jobs of tomorrow.”
However, Y&L Consulting’s website underscores that offshoring is a key service offered to clients. The site inquires, “Are you looking to maximize value and accelerate your digital initiatives with world-class talent?” and promotes the Offshore Delivery Model as a core offering that allows companies to employ skilled professionals globally, resulting in cost savings and increased productivity.
Past versions of the website and corporate brochures from 2023 reveal that the company employs 5,000 workers internationally, including in Europe, India, and other Asian regions. A promotional video from 2017 indicated the company has long engaged in this practice, showcasing experience with offshore talent for over a decade.
The video cites, “With over 17 years of experience in software delivery, 4,000 employees worldwide, including five development centers in India, we feel very confident we can handle projects of any size that comes our way and deliver a very cost-effective, quality product for our customers.”
Currently, Lujan is one of eleven contenders in the Republican primary for Texas’ 35th district. Among his competitors are former candidate Dr. Jay Furman and car salesman Ryan Adams.
