Community Defense Through Whistles: A Grassroots Initiative in Reno

In a novel approach to community defense, the Biggest Little Action Group in Reno is equipping residents with whistles to quickly alert each other during potential immigration enforcement actions. The initiative aims to foster a sense of unity and provide a rapid response mechanism.

Mark Pritchard, an organizer with the group, explains that this simple tool offers a practical way for neighbors to protect vulnerable individuals in their community. “The sheer solidarity and the way that having a whistle and being prepared to use it, along with your neighbors, brings people together, and it makes them feel not alone,” Pritchard states.

Each distributed packet contains a whistle, a bilingual instruction booklet, and a guide for reporting information if a raid is underway. The booklet includes specific whistle patterns to signal different situations: a continuous blow indicates possible ICE activity, while three rapid blows suggest detentions may be occurring.

These signals are designed to help residents either take cover or provide needed support. The concept is inspired by grassroots movements in Chicago and Pritchard’s own experience with community safety patrols in San Francisco.

The group has already distributed approximately 1,000 whistle packets at local events and plans to expand their reach through alliances with activist organizations like Indivisible. “We know we can’t completely stop immigration raids, but slowing it down is, I think, a worthy effort,” Pritchard remarks, adding, “I believe that community support and community solidarity do that.”

Most of the funding for this project comes from personal contributions by the organizers, with additional small donations from community members at events. The group’s ongoing efforts focus on building a network of informed residents prepared to respond and support each other during enforcement activities.

Organizers continue to distribute packets at public events, aiming to strengthen community ties and ensure residents are equipped to act in solidarity.
