Bellevue’s Unique City-Led Good Life District and Indoor Water Park

Bellevue economic development director hopes city makes a splash with 10-acre indoor waterpark

In a groundbreaking move, Bellevue, Nebraska, is set to become a pioneer in economic development with its unique approach to the Good Life District initiative. As the only city-led applicant in the state, Bellevue aims to leverage reduced state sales tax to transform its infrastructure and provide exceptional recreational amenities for both residents and visitors.

Understanding the Good Life District Concept

The Good Life Districts are designated areas within Nebraska where the state sales tax is halved from 5.5% to 2.75%. Typically, a private developer applies for this program, allowing them to receive the reduced tax to fund infrastructure and construction costs. However, Bellevue stands apart as the sole city-led applicant, with the city itself benefiting from the tax savings.

Harrison Johnson, Bellevue’s Economic Development Director, explained, “Bellevue is unique because we are the only one in the state where it is a city-led applicant Good Life District where we, the city, will be the recipient of that 2.75% back that we will then use to develop the streets, the roads, the amenities for the actual Good Life District for the entertainment options.” The city intends to utilize these funds not only for district-specific projects like water features and parks but also to ease the property tax burden on its residents.

Addressing the Brain Drain Challenge

One of the primary objectives of the Good Life Districts is to combat Nebraska’s “brain drain,” a phenomenon where educated and skilled individuals leave the state in search of better opportunities. The Bellevue initiative aims to counter this by creating a regional attraction that draws both visitors and potential residents.

The centerpiece of this effort is the Bellevue Indoor Water Park, a city-owned and city-led project that promises to be the fourth-largest indoor water park in the nation. Johnson emphasized the park’s potential impact, noting, “The data that we have suggests that we’ll be able to bring in visitors from at least 250 miles around for an all-season, all-inclusive aquatic recreation experience.” The attraction, complete with two attached hotels, aims to offer a unique winter escape, encouraging local tourism and business growth.

Development Plans and Economic Impact

Spanning approximately 600 acres, the Good Life District in Bellevue encompasses not only the water park but also hotels, retail spaces, and entertainment venues. While the water park itself will occupy 10 acres, the broader development is expected to unfold over a decade or more. Johnson shared that the city has already sold land to the north of the water park, with construction anticipated to align with the park’s opening by mid to late 2027.

Looking ahead, the city projects significant economic benefits from the development. Johnson stated, “Within five years of this development, we anticipate that the city should be receiving anywhere from $7 to $9 million annually.” This influx of revenue is expected to provide a substantial boost to the city’s economy, enhancing its appeal as a vibrant destination.

As Bellevue embarks on this ambitious venture, it offers a promising model for other communities seeking innovative solutions to economic and demographic challenges.
