In response to mounting scrutiny over the handling of sexual misconduct allegations by educators, Wisconsin State Superintendent Jill Underly has revealed a series of initiatives aimed at bolstering student safety. These changes come after significant public and media attention on the issue.
Among the key measures announced is the development of an online database to enhance the Department of Public Instruction’s (DPI) current public license look-up tool. This new resource will allow the public to access information on teacher licenses that have been revoked or surrendered.
“Our process is strong and our commitment to transparency is unwavering,” Underly stated. “But that does not mean we are standing still.”
These announcements mark Underly’s first public address following a report by the Cap Times which disclosed that DPI had investigated over 200 cases of alleged sexual misconduct or grooming by school personnel from 2018 to 2023.
Underly emphasized the DPI’s role in conducting investigations, clarifying that not all investigations are substantiated. She expressed dismay over the politicization of the issue, stating, “It is deeply disappointing to see this turned into a political sideshow. Every allegation is taken seriously. Every allegation is investigated.”
Her remarks came just hours before a scheduled Senate Committee on Education hearing focused on sexual misconduct allegations within Wisconsin’s public schools.
This week also saw legislative action from state Rep. Amanda Nedweski and Sen. Jesse James, who introduced a bill aimed at establishing a new criminal offense for grooming a child for sexual activity. Underly voiced her support for “common-sense, non-partisan bills that protect children.”

In addition to these measures, Underly outlined several other initiatives she is advocating for, including:
- Closing the private school loophole, which currently allows private school educators to work without a DPI license, thereby falling outside the department’s investigative reach.
- Establishing uniform statewide standards for school boards.
- Modernizing the educator licensing system.
