In the heated race for Lackawanna County commissioner, campaign finance records reveal that former state Rep. Thom Welby, with significant support from his former employer, has outpaced his opponents in fundraising. The financial boost has sparked debates and raised questions about political alliances and motivations.

Welby, a Democrat hailing from Scranton, amassed $134,106 by October 20, largely due to a $100,000 contribution from the Friends of Marty Flynn, a campaign committee led by state Sen. Marty Flynn. With expenditures totaling $113,412, Welby is left with $21,194.

Combined, Welby’s opponents, Michael Cappellini and Chet Merli, have raised approximately $95,000. The trio will face off in the upcoming special election next Tuesday.

Cappellini Questions the Intentions

Michael Cappellini, running as an independent, expressed skepticism over Flynn’s substantial contribution to Welby’s campaign. “It’s fairly interesting that a sitting state senator who … only represents half of us (county residents) at this point is so vested in a county commissioner seat,” he remarked. Cappellini suggested that such a large sum is not typically given without expectations.

Welby, who previously served as Flynn’s chief of staff, refuted any suggestion that Flynn would exert control over him, attributing such claims to Cappellini’s own projections.

Flynn Responds to Criticism

Defending his contribution, Flynn emphasized his trust in Welby’s integrity, stating, “If he needed a million dollars, I’d give him a million dollars if I had it.” He added, “Thom Welby is the most honorable public servant, probably in the history of Lackawanna County.” Flynn dismissed any notion of personal gain, asserting that his support is based solely on Welby’s proven record.

Cappellini, who was once a Democrat and now works as a brand ambassador for a national cigar company, contended that Welby’s financial advantage is the real issue.

Allegations of Political Influence

Welby countered allegations of political manipulation, suggesting that Cappellini’s endorsement from Lackawanna County Commissioner Bill Gaughan might imply similar influences. Welby maintained that his relationship with Flynn is rooted in mutual respect and professional history.

Cappellini clarified that he has not received monetary support from Gaughan and insisted on the transparency of his campaign finances.

Merli Comments on Democratic Dynamics

Republican nominee Chet Merli weighed in, noting that Flynn’s contribution aligned with his perception of internal Democratic power struggles. “Unfortunately, Lackawanna County residents are in an epic power battle between the Democrats,” he said, suggesting that taxpayers ultimately bear the brunt of such conflicts.

Campaign Finances at a Glance

Cappellini raised $77,140 and spent $66,608, leaving a balance of $10,532. His notable contributions included support from local state representatives. Meanwhile, Welby faced scrutiny for a delayed campaign finance filing, which he attributed to personal family matters.

Welby’s campaign faced criticism from Cappellini for the late submission, which incurred a $40 fine. Welby explained that family obligations had delayed the filing, a sentiment met with sympathy from Cappellini, who extended condolences upon learning of Welby’s loss.

Welby’s financial support also included contributions from various local unions and businesses, while Cappellini’s backers ranged from local entrepreneurs to retirees. Despite the financial discrepancies, all candidates remain focused on next week’s election outcome.
