The North Carolina AI Leadership Council, under the direction of Governor Josh Stein, has unveiled the AI Strategic Roadmap. This guide aims to address the impacts of artificial intelligence on the lives and work of North Carolinians. The roadmap outlines strategic goals and principles focused on protection, preparation, and transformation as AI continues to evolve and integrate into various sectors. The plan is a collaborative effort, involving stakeholders from government, business, education, and labor sectors.
The roadmap sets forth 17 strategic goals organized around three main priorities: protecting residents from AI-related harms, preparing the workforce for future opportunities, and transforming government services. Key objectives include leading the way in trustworthy AI, expanding AI literacy, and safeguarding privacy. Governor Stein emphasized the importance of innovation balanced with public trust, aiming to position North Carolina as a leader in ethical AI deployment.
In addition, the plan seeks to support workers and promote responsible business practices amid the growing influence of AI technologies. NCDIT Secretary Nate Denny highlighted the necessity of governance, safeguards, and transparency to ensure AI is developed and used responsibly. Commerce Secretary Lee Lilley pointed out the roadmap’s potential to enhance economic competitiveness and skill development across the state.
The AI Leadership Council was established by Governor Stein through Executive Order 24 in 2025. This body advises on AI strategy, policy, and training to foster innovation and prepare the workforce for technological changes. The General Assembly recently formed the North Carolina AI Caucus, a bipartisan group focused on responsible AI policy-making. These efforts collectively aim to strengthen opportunities statewide as AI continues to shape various industries.
