Greensboro’s Data Center Moratorium Sparks Uncertainty Over Dream Center Project

In a surprising turn of events, Greensboro’s decision to implement a six-month moratorium on data centers has reignited discussions surrounding the Dream Center, a development project planned for Gateway Research Park. The initiative, announced in 2022, aims to combine data center functionalities with education and training facilities. The city had previously committed to providing over $500,000 in incentives to developer ImpactData.

Complicating matters, Mayor Pro Tem Denise Turner Roth did not participate in the moratorium vote due to her involvement with the Dream Center, as she holds a position on the board of Gateway Research Park.

During a city meeting on Tuesday, concerns about the future of the Dream Center were brought to the forefront. City Attorney Lora Cubbage revealed that the project’s site plan had expired the previous year, and no new updates had been submitted to the staff.

“These developers were supposed to start building by December 31st of 2026,” Cubbage noted. “At this point in time, there is no indication that that’s happening at all.”

Cubbage also stated that the project must clear several regulatory barriers before construction could begin. The specific impact of the city’s newly imposed moratorium on this process remains uncertain.
